20m was allocated almost entirely for the basic income payments, with a very small proportion to some of the external evaluation team. 200k was allocated to the team involved in the design of the experiment. Ministry and KELA's considerable staff costs for those involved in the design, implementation, evaluation, promotion, administration and outreach was provided in-kind on top of the headline budget.

Project length description

Project started when the research consortium led by KELA won the tender put out by the government, date gives the first team meeting. The final official report of the experiment providing the headline results on the main variable of interest - number of hours in work - marked the end of the project.

All other recipients of non-contributory assistance were assigned as the control group given the availability of administrative data. A stratified random sample of all other recipients was found for the end of experiment survey designed during the course of the experiment.
